Lace Closure = Hair Toppers?

There is a question that confused me for a long time, as wigs wearer, who can tell me what's the different between hair toppers and lace closure?

I thought closure is used for black women, especially for who like make wigs by themselves with some bundles or weaves. As time goes by, I found many white women with hair loss call the toppers as closure too? Why? Does lace closure only can be used for black women wigs or actually there is no rules for this?
